Project Description

The City of Alexandria has established an ongoing citywide initiative called the Sanitary Sewer Asset Renewal Program to assess, renew, and improve the performance of the existing sanitary sewer system. Regular inspection and upkeep of this infrastructure is vital for the overall health and proper operation of sewer system infrastructure. It also helps reduce sewer system infiltration and inflow, which is when excess groundwater (infiltration) and stormwater (inflow) enter the sanitary sewer system through structural weaknesses, like cracks and joint failures, and faulty manhole frames. Addressing infiltration and inflow helps reduce the frequency and magnitude of sanitary sewer overflows, and back-ups into homes and businesses.

This project is the first of three phases that will rehabilitate sanitary sewer infrastructure serving portions of Rosemont, Del Ray, North Potomac Yard, Arlandria, and North Ridge. Phase 1 inspections, which focused on sanitary sewer pipes, manholes, and City-owned laterals in the Four Mile Run and Commonwealth Sanitary Sewersheds east of Commonwealth Avenue, were completed in December 2021.

 

Inspection Summary

  • 644 pipes inspected (21 miles of sanitary sewer)
  • 580 manholes inspected
  • 2,611 laterals inspected

 

Inspection Results

  • 150 pipes require rehabilitation (23 percent)
  • 111 manholes require rehabilitation (19 percent)
  • 491 laterals require rehabilitation (19 percent)

A design task order was issued to an engineering design consultant. City staff is currently working with the Consultant on the design process and the City expects to receive the 90% design submittal by the end of September 2024.

Construction Overview

Pipe and Manhole Rehabilitation

  • Consultants:
    • Contractor: AM-Liner East
    • Engineer/Construction Management Services: Greeley and Hansen
  • Scope of Work:
    • Sanitary Sewer Pipes will be repaired using a UV cured-in-place pipe (CIPP) lining process
    • Manholes rehabilitation varies by location, but may include:
      • Frame and cover replacement
      • Cementitious spray-on lining
      • Bench and channel repairs

Community Engagement

COMMUNITY MEETING

The City held a public meeting at Alexandria City Hall on Thursday, October 6 from 7-9 p.m. to discuss the scope of work, schedule, and what to expect during construction.

NOTIFICATION LETTERS

The City of Alexandria and the project contractor AM-Liner East will send out two letters on a rolling basis to residents and businesses within 350 feet of construction.

Each letter will be distributed in English and Spanish. 

Timing:

  • First notification: 14 days prior to construction
  • Second notification: 48 hours prior to construction

What to Expect During Construction

CONSTRUCTION HOURS

General Construction Activity:

  • Monday-Friday: 7 a.m.-6 p.m.
  • Saturday: 9 a.m.-6 p.m. 

 

Restricted Roadways:

Construction activity on select City arteries, including Commonwealth Ave., Mt. Vernon Ave., E. Glebe Rd., and E. Monroe St., is limited to:

  • Monday-Friday, 9 a.m.-3:30 p.m.
  • Saturday: 9 a.m.-6 p.m. 

 

CONSTRUCTION IMPACTS

Parking

  • No Parking signs to be posted 72 hours in advance
  • Please remove anything in the roadway during the work window during the time indicated on the No Parking signs

 

Water Use

  • Sewers must be dry for proper UV curing
  • Length of suspension varies based on pipe size and length, but typically around six hours

 

Odors

  • Pour small amount of water in any drain taps that might be dry (basement floor drain, for example) to eliminate potential for odors during lining
